Senior Data Architect – 7 Month Contract + Extension | North York, ON New

1.0       Description of Assignment
Our public sector client is looking for a highly-qualified Data Architect Resource to support its Business Intelligence implementation for the next 2 years. The Data Architect will be part of the Information Technology Services (ITS) team, in an individual contributor role, and will report to the IT Architecture Manager of ITS. The client is undergoing significant change with investments in technology areas such as Microsoft 365, cloud business solutions, business intelligence, IT network and infrastructure modernization, business continuity planning, disaster recovery planning, etc.

·        Provide expertise and architectural leadership in different Information management areas, such as Business Intelligence (BI), Master Data Management (MDM), Data Quality (DQ), Analytics, Data Warehousing, Business Performance Monitoring, Data Mining, Data Governance (DG), etc.

·        Drive definition of standard enterprise data management and analytics architecture deliverables, such as building the enterprise conceptual and logical data models, developing the logical and physical design of the enterprise architecture (incl. design, build and implementation of ODS, MDM, Data Warehouse, Data marts, etc.) in accordance with industry best practices.

·        This individual will participate in projects to establish data direction, provide high level estimates and the solution architecture, ensuring adherence with the long term Business Intelligence architecture roadmap while respecting both long term and tactical objectives.

2.0       Assignment Duties
The Data Architect is responsible for Architecture Delivery as follow:

Strategy and Planning

·        Assess, develop, deliver and cultivate long-term strategic goals for data architecture and warehousing vision and standards in conjunction with data users, department managers, clients, and other key stakeholders.

·        Create short-term tactical solutions to achieve long-term objectives and an overall data management roadmap.

·        Review business and data requirements and interpret these into an architectural design that is aligned to the client target state architecture. Create and document future state architectural options to address specific issues or initiatives. Acts as subject matter expert and makes recommendations and provides technical counsel as necessary. Ensure that architectural solution aligns with future state vision.

·        Establish processes for governing the identification, collection, and use of corporate metadata; take steps to assure metadata accuracy and validity.

·        Establish methods and procedures for tracking data quality, completeness, redundancy, and improvement.

·        Conduct data capacity planning, life cycle, duration, usage requirements, feasibility studies, and other tasks.

 

·        Design and implement redundant systems, policies, and procedures for disaster recovery and data archiving to ensure effective availability, protection, and integrity of data assets.

·        Ensure that data strategies and architectures are in regulatory compliance.

·        Develop Solution Delivery Approach for medium-to-high complexity Intakes and Business Case estimation

Acquisition and Deployment

·        Develop data standard architecture deliverables (Conceptual architecture, logical architecture, reference architectures, architecture decisions) for large, medium-to-high complexity, projects that describes the business context for the initiative and will include the relevant application, business, data architecture components that will make up the entire solution

·        Conduct research and make recommendations on products, services, protocols, and standards in support of procurement and development efforts.

·        Evaluate, recommend, and select data solution components, including hardware, database management systems, ETL (extract, transform, load) software, data mining tools, and meta data management tools.

·        Liaise with vendors and service providers to select the products or services that best meet company goals.

Operational Management

·        Assess and determine governance, stewardship, and frameworks for managing data across the organization.

·        Develop and promote data management methodologies and standards.

·        Develop presentation material for reviews with business, executive leadership and Governance Committees

·        Collaborate with project/IT managers and business unit leaders for all projects involving enterprise data.

·        Oversee the mapping of data sources, data movement, interfaces, and analytics, with the goal of ensuring data quality.

·        Oversee data collection and master data and database(s).

·        Work with end users to identify, create, and deliver reports according to requirements.

·        Create models for new data warehouse development and/or changes to existing data stores.

·        Address data-related problems in regards to systems integration, compatibility, and multiple- platform integration.

·        Identify data discrepancies and data quality issues, and work to ensure data consistency and integrity.

·        Develop and implement key components as needed to create testing criteria in order to guarantee the fidelity and performance of data architecture.

·        Document the data architecture and environment in order to maintain a current and accurate view of the larger data picture.

·        Identify and develop opportunities for data reuse, migration, or retirement.

3.0       Qualifications & Experience

 

 

It is important that the Services be undertaken by a Data Architect who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope as detailed below.

The client is looking for a Data Architect with a minimum ten (10) years of IT experience — preferably including five (5) years of information and data architecture experience, and five (5) years of data warehouse design.

 

ACADEMIC CREDENTIALS

·        University Degree or Equivalent: Preferably a Bachelor’s Degree in Computer Science, or Management Information Systems (MIS), or

·        A relevant technical discipline

 

Technical or Professional Qualifications or Certifications/Designations

 

·        TOGAF (The Open Group Architecture Framework) methodology or ArchiMate or similar certification and training — would be an asset

·        Excellent written and verbal communication skills.

·        Ability to work independently as well as within a team environment.

TECHNICAL CAPABILITIES

 

The client will also contact the References provided by the Proponent under Submission Form E – Reference Form. Should any Reference fail to confirm that the Services listed within Submission Form E where delivered, or confirm they were not performed in a satisfactory manner; the Proponent may be declared non-compliant, and not considered for the remainder of the evaluation process.

 

Technical Experience (Minimum Required):

Knowledge & Experience:

·        Working technical experience with designing, building, installing, configuring and supporting Data Management and Data Warehouse solutions

·       Experience in developing architecture specifications for RFPs and participates in assessing bids and negotiating contracts/SLAs with service providers and vendors

·       Must have very good understanding of data warehouse methodologies including design patterns, data mapping, data integration, data testing and application performance tuning.

·        Hands-on experience with data architecting, data mining, large-scale data modeling, and business requirements gathering/analysis.

·        Direct experience in implementing enterprise data management processes, procedures, and decision support.

·        Strong understanding of relational data structures, theories, principles, and practices.

·        Strong familiarity with metadata management and associated processes.

·        Hands-on knowledge of enterprise repository tools, data modeling tools, data mapping tools, and data profiling tools.

·        Demonstrated expertise with repository creation, and data and information system life cycle methodologies.

·        Experience with business requirements analysis, entity relationship planning, database design, reporting structures, and so on.

 

·        Ability to manage data and metadata migration.

·        Experience with data processing flowcharting techniques.

·        Proven project management experience.

·        Strong understanding of the organization’s goals and objectives.

·        Good knowledge of applicable data privacy practices and laws. Personal Attributes:

Technical Experience (Preferred/An Asset):

Knowledge & Experience:

·        Experience with working on multi-million-dollar multi-year projects, in government settings or similar complex, multi-project/multi-client organizations;

·        Experience in sourcing legacy and multiple data sources

·        Solid understanding of Service Oriented Architecture (SOA), Composible Architecture, and Data Pipeline delivery

·        Experience with database platforms of Azure Synapse, Snowflake, Microsoft SQL, Microsoft Server Integration Services (SSIS), Power BI, SQL Server Reporting Services (SSRS)

4.0       Deliverables
The following are the key Deliverables expected of the Resource.

·        Serve as a data architect to provide technical thought leadership on information architecture, data modeling, analytics and reporting, and information solutions and implementation techniques.

·        Support the ITS Strategy and development of the information architecture and business intelligence roadmaps which provides solutions for an anywhere anytime mobile workforce for structure, unstructured, and IoT data.

·        This individual would need to be able to: create a conceptual architecture, create requirements for procurement via RFI then RFP, RFP evaluation for technology recommendation, create a reference logical architecture, create standards and policies for the technology implementation, and oversight into design/development/deployment/transition to sustainment.

 

·        Support the end-to-end procurement process to source the technology and services required to deliver initiatives on the roadmap.

·        Establish relationship with both business and technical stakeholders. Communicate the benefits of the enterprise data architecture to various stakeholders. Work with application administrators, users, IT staff and vendors to facilitate data warehousing tool selection and to manage data architecture enhancements and issues.

 

·        Partner with other technical leaders for solution alignment with strategy and standards. Advise peers and business partners on fit-for-use and technical complexities. Drive standardization and simplification across the enterprise, lowering cost, improving quality and value of data assets.
